Executive Summary
NATIONAL SOCIAL ASSISTANCE PROGRAM (NSAP) is a monthly pension scheme run by Govt of India for citizens living under Below Poverty Line. This scheme is applicable for following categories of people:
All the above mentioned categories of people, living in BPL stage, are getting monthly pension from Govt, of India for living their livelihood. The Municipalities and Gram Panchayats are Nodal Agencies for this scheme who are responsible for maintaining and managing the beneficiary data for their respective jurisdiction and disbursement of monthly pension to them based on their scheme eligibility.
AMBICON is working as a service provider for these nodal agencies and providing end to end service to them for managing and maintaining NSAP beneficiary data. AMBICON remains responsible for ensuring complete accuracy of beneficiary data so that the poor beneficiaries get their monthly pension from the nodal agencies on time every month. The NSAP beneficiary data is residing in Central Government portal www.nsap.in

Role of AMBICON
AMBICON manages the total NSAP beneficiary data of the Urban Local Bodies in a complete manner. AMBICON is responsible for maintaining the authenticity of each NSAP beneficiary data by doing all necessary changes and modifications in them so that their pension amount gets reimbursed regularly and without any disturbance. Apart from that AMBICON is also responsible for inclusion of new beneficiaries in the schemes and exclusion of dead or migrated beneficiaries from their respective schemes. The overall reconciliation of database on a regular basis and checking the quality parameters of data also remains a responsibility of AMBICON.
Challenges in implementation of this project
AMBICON has faced a number of challenges while implementing this project of Managing NSAP beneficiary data which are critical , unique of its kind and of course different from regular challenges and obstacles , being faced in such projects. The brief details of the major challenges are as follows:
1.0 Criticality of the data :
The NSAP beneficiary data is quite critical in terms of its variety of components and attributes
2.0 Dynamism of data :
NSAP beneficiary data is dynamic and changing on a regular basis with bank account details, age , scheme etc and incorporation of such changes in NSAP data base is required to be done on a real time basis to ensure timely monthly pension of beneficiaries
3.0 Limited Turn Around time :
The changes and modifications of beneficiary data is required to be done within limited possible time in NSAP portal since disbursement of monthly pension is scheduled in a fixed time every month
4.0 Timely availability of beneficiary information :
From different wards of ULBs, getting all relevant information of beneficiaries properly and on time is a real challenge and deficiency of information delays the data updation process in NSAP portal
5.0 Sensitivity of the scheme :
Since NSAP scheme is giving benefit to the people belonging to lower than poverty line , therefore , this social scheme is quite sensitive and therefore Maintaining correctness and accuracy of NSAP beneficiary data is extremely important and even minimum and acceptable level of errors and mistakes, common for such data management project , are not permissible in this project.
Methodology of AMBICON for overcoming the challenges
Before implementing any project, it is always necessary to identify the challenges involved in it. Once the challenges are identified then proper methodology for overcoming these challenges and bottlenecks can be devised.
In case of this current project, on which this case study is prepared, AMBICON has successfully identified the challenges mentioned above and formulated a methodology for beating those challenges. The major highlighting points of this methodology are as follows:
